New legislation addressing texting and accessing the internet while driving was proposed Monday evening by Council Representative Jeff Fusco and Ken Jones as an alternative to legislation previously proposed by Mike Williams and Donnie Kammer. The Jones-Fusco legislation makes the violation a secondary offense for drivers over the age of 18. Key exemptions include drivers operating commercial vehicles who may need to communicate with dispatchers, use of navigation systems and use of hands-free Bluetooth devices. Council representatives Williams and Kammer also proposed a substitute for their legislation that makes a violation a secondary offense and includes similar exemptions. Both pieces of legislation were referred to the regular agenda.
