Council establishes time for public comments

Following through with its promise to include a time during Council meetings for citizens to speak to Council as a whole, Council changed its rules of procedure Monday night to allow a public comment period at the end of each regularly scheduled Council meeting. Speakers will be sworn in, limited to three minutes and allowed only to comment on issues within Council's authority. The new rules also allow Council to waive the rules with a simple majority vote so that someone may speak longer than three minutes or at the beginning of a Council meeting, for example.
